USAID supports Parliament, political parties, local governments, civil society, and local communities in consolidating a multiparty system in Uganda, enhancing governance and accountability, and strengthening the rule of law and respect for human rights.  Capacity building of the Government of Uganda and local organizations is the primary approach of this program.  

USAID works with national institutions and local organizations to boost democratic political competition. It supports constructive engagement between communities and local government to improve delivery of public services. USAID also focuses on building the capability of civil society organizations to ensure a strong participatory and consultative culture in the country.
